City of Chicago provides resources to help keep residents safe during extreme heat

On July 17, 2015, The Chicago Department of Public Health (CDPH) and Department of Family and Support Services (DFSS) reminded residents to be aware of extreme temperatures and to be sure to take the necessary precautions to avoid heat-related emergencies. Residents are urged to call 311 for well-being checks, and to check in on neighbors and seniors.

To Prevent Heat Related Illness:
  • Keep your body cool. Take cool showers or baths if necessary.
  • Stay in air conditioned buildings as much as possible. If you don’t have access to air conditioning, call 311 to find the nearest cooling center. DO NOT rely on a fan as your primary cooling source.
  • Be sure to monitor weather forecasts so you can plan your activities safely when it’s hot outside. Avoid going out in the heat during the hottest part of the day.
  • If you do go out, wear light, loose-fitting clothing---and wear a hat to protect your head. Use sunscreen and reapply as directed on the package. If you’re exercising or working outside, pace yourself and drink more water than usual and don’t wait until you are thirsty to drink more. If possible, take breaks to cool off in an air conditioned room and always have a partner with you.
  • NEVER leave infants or children in a parked car. Nor should pets be left in parked cars—they can suffer heat-related illness too.
  • Check on your relatives, friends and neighbors and share these tips with them. The elderly, those who live alone, those who are ill and young children are most vulnerable to extreme heat and humidity.
Resources Available to Keep Safe and Cool:
  • DFSS coordinates the operation of cooling centers, provides transportation to them and conducts well-being checks on at-risk residents, including seniors.
  • The Garfield Center, located at 10 S. Kedzie, is available 24 hours a day, seven days a week to connect residents to emergency shelter.
  • In addition, the King Center (4314 S Cottage Grove) and North Area Center (845 W. Wilson) will be open as cooling centers from 10:00 a.m. to 5:00 p.m.
  • Additional city facilities including libraries, police stations or other structures might be made available after hours, on weekends, or on holidays, as conditions warrant.
  • Seniors or individuals with limited mobility may call 311 to request transport to the nearest cooling center.

Landlords, what can you do...

...if your tenant is not keeping up his end of the bargain and has violated the lease?

First, I would try to talk to the tenant to see if you can reach an agreement. Sometimes a tenant has a valid reason for falling a little behind in the rent  or, they may not understand that certain behavior is in violation of the lease. If you and your tenant can come to an understanding, you may be able to avoid an eviction.

If an agreement cannot be reached, then I would suggest that you send a letter advising the tenant that you expect either the lease or the conditions you set in a month-to-month tenancy, to be followed exactly. A formal written notice explaining the terms is helpful and gives the tenant a chance to follow the terms.

Make sure that any new agreement, whether temporary or permanent, is written down, dated and signed by both you and the tenant(s). Oral agreements cannot be enforced in court. Be sure to give the tenant a copy of the signed agreement and keep a copy for yourself.

Part 4: Credit reports

Renting to Someone With Bad Credit-You are legally allowed to require an additional security deposit or require that the tenant have a co-signor. An “Adverse Action” letter must be provided to the tenant stating that their bad credit is the reason for the added stipulation.

Part 3: Credit reports

If a credit report provides negative information about a prospective tenant and you decide not to rent to them because of their bad credit, the Fair Credit Reporting Act requires you to take certain steps. An "Adverse Action" letter must be mailed to the applicant explaining that you have declined their application because of their credit report. You must include the exact reasons for your rejection and provide them with the name, address and phone number of the agency you used to run the credit report. They have the right to request a free copy of their credit report from the agency within 60 days.

Part 1: Credit reports

If the credit check shows good credit, great! This means the potential tenant has good credit and seems to pay their bills on time. It is also important to look at how much debt your prospective tenant has. Even if they have been paying their bills on time, if a large majority of their income each month is already committed, they may have difficulty paying their rent on time. Credit reports are not foolproof, be sure to go over all the information that they provide on the rental application to assure that you are making the right choice.
