Before a tenant moves in...

...you will want to repair any preexisting damage at the property and make sure the unit is thoroughly cleaned, especially areas such as the tub, toilet, stove and refrigerator. Even if everything is brand new, you should still vacuum or sweep to remove any debris.  It is also a good idea to have the property exterminated even if there is no noticeable problem.

You will also want to make sure there are no health or safety issues. Health issues may include checking for signs of mold and, for buildings constructed before 1978, that there are no lead-based paint hazards. Safety issues include making sure that all carbon monoxide and smoke detectors are in working order.

This maintenance is necessary for the health and safety of the tenant. Landlords are required by law to make necessary repairs and maintain their property in a safe condition.
